Blocks as a part of a community

While Cities exist on their own inside of Blue Mars, Blocks are part of a community inside of a City. Block Developers get access to the common assets (themed textures, buildings, objects, and vegetation) provided by the City Developer along with technical support and access to the community already present in the city.
